look at 2Dcomponent.

you create a view in the detail sheet, insert your BMP image it, voila.

To make a .bmp image from anything in CATIA, use TOOLS + IMAGE + CAPTURE and SAVE AS to convert it to the .bmp format

You would use an image editor to rotate a .bmp file.

Many apps (like CATIA, PowerPoint, etc.) will also allow you to rotate the image after it is inserted into the file.

2DComponenet dont have to be BMP/ raster image... I was suggesting that because on your picture the format says BMP. If you have a vector file (DXF or other) you can import that into your detail sheet.

Actually vector data might be better is you consider scaling it...
