Hello.

I am inspecting a tank in construction, which diameter is 32 ft and total height is 31.5 ft. The plates of the bottom was welded by means of butt-weld junction. Is this allowable by API 650?

Yes, see section 5.1.5.5
it is required for some tanks, see AL.5.1.1, I.7.4, J.3.1.5, etc.

Further, a butt-welded floor is significantly stronger that a lapped & fillet welded one. Butt-weld vs. single fillet weld.
