I have a problem with waterproofing of an external wall

Please see the attachment

The Architect is showing this detail and the high wall piece under the DPC shall be also plastered.
I see there a problem, because the moisture of the ground could still penetrate into the wall and raise up (1,2m) to the DPC. This would effect the plaster and I a guess after few years the plaster would come off.

What is our opinion?
