Does anyone know who Krey is or what the origional reference is for this:

See chapter 4.15 (page 4/18) in the piling handbook, 8th edition by Arcelor Mittal

A reference is made to "Krey" I do not know who that is or what document he gives his/her equation.

Apparently Krey wrote a reference paper in 1936 . . . The reference below gives him a paragraph - but unless you read German and can find the following, you will be out of luck . .
