When I delete or add a part in a 3d assembly the related 2d drawing BOM renumbers all the callouts. Is renumbering balloon callouts permitted according to ANSI drafting? I couldn't find where it says its not permitted but I though I throw the question out here. Personally I don't think it mattes so long as the information is correct

The drawing is released, but the balloon callouts are not referenced in other documentation you mentioned.

Good practice is generally not to arbitrarily renumber items for reasons given above - even if not referenced in separate document they might be in a text note in the drawing that isn't intelligently linked etc.
There is a way to do this in our software but as we don't reference item numbers on other documents we don't usually remember to do this which can screw notes up, but round here no one seems to care much - don't get my rant started.

If by locking you mean "Do not change item number" option, then what's wrong with that?
