Where can I find the section modulus and net area of a 240x390 mm metric pier block?

In Canada the design code is CSA S304.1-04. The Canada Masonry Design Centre has a design handbook title "Masonry Structures, Behaviour and Design" which has everything you should need for typical masonry applications (and some atypical).

The other reference I would have is "Masonry Design for Engineers and Architects" by Hatzinikolas and Korany which is the masonry version of the Kulak and Grondin book "Limit States Design in Structural Steel". Great references to have if you design in Canada.

Yes we have the Hatzinikolos book in the office library. I will check that. I'll also see if we have the Masonry Structures book (Googling the internet did not get me the data, but maybe I was not patient enough). Thanks.

Check table 4-1 of the hatzinikolas bok on page 102 (I have the 2005 version and the table is for walls). For zero cores grouted in a 250 block Ae=81.7x10^3mm^2 per metre of wall length.
