My question concerns the National Building Code of Canada wind load on low rise buildings, the figure for "External peak pressure coefficient CpCg for primary structural actions arising from wind loads acting simultaneously on all surfaces".

The definition of the "y" for the greater wind load for a distance "y" from the edge of the wall, is "the greater of 6 metres or 2 z". In my case, 6 metres is greater than 2 z. But the total width of the building is only 8 m.
6 m from each side of the wall is 12 m. This exceeds the width of the building. Am I correct that in this case the higher wind load at the edge should be applied over the entire 8 m width of the wall?

Yes, your whole building is an "End Zone".

For general engineering I normally take CpCg =2.0 (Maximum) and apply it over the entire building. The additional wind load doesn't generally make much of a difference in small structures. Then I don't have to visit this table very often.
