Good morning everyone, perhaps someone may help to clarify a point

I´ve being inspecting some storage tanks welds, During our last inspection we found 2 mm undercut depth on the external surface of shell just besides the external fillet weld on the shell to bottom joint.
If you go on to API 650 8.5, it address undercut for butt joints either vertical or horizontal, 8.5.2 b address undercut for the inside shell to bottom welds.
This undercut is deeper than any limit but there are no requirements that specifically address the external fillet weld. That was a cause of arguing and you can imagine.
My question; am I missing something on code requirements? should this be specifically address to external fillet weld (this is a T joint and not a butt Joint).
Has anyone found himself on a similar situation? Any comment would be really helpful
