Or look at Omer W. Blodgett’s “Design of Welded Structures” too, they are both from Lincoln Arc Welding Foundation. They are both very good ref. books on welding and weld design, etc., and they are inexpensive too. Also, look at AISC and AWS Codes and Stds. You might actually be talking about a ‘Flare-bevel-groove weld,’ if at the radiused corners of the HSS. If you are interested in meaningful discussion on your OP’s, it usually pays to give enough meaningful info. and a sketch so people can see what you are talking about.

It hasn't been updated in almost 50 years.
I'd use the line weld methods from Blodgett with allowables from the current codes. If you denote your effective penetration (place the dimension in parentheses), you can use that as your weld depth.

That being said, the best modern references for HSS connections are Packer's stuff. He's written a couple of books and one AISC design guide on the subject. The weld capacity per unit length is easy, dealing with non-uniform weld forces and other phenomena is the tricky bit.
The greatest trick that bond stress ever pulled was convincing the world it didn't exist.
