I have noticed that by providing the vertical offset in SAFE 12 a very impressive 3d graphic display is generated. There is no physical change in the actual model as neither it effects the deflection values nor any slab moments. So I don’t understand why this command is there? Do anyone know what is the use of this command? I have to use release command in slab.

I you have elements that are offset from the slab then it should affect the model, for example a beam. If it's just a flat slab then it won't make a difference. You need to go into the analysis options and uncheck the default option to ignore offsets.
