There seems to be a wide range of opinion on asphaltic plug joints with no definitive opinion. One of the concerns raised by some agencies is that they don't hold up under "heavy" traffic. However, I couldn't find anything in the various articles and reports that defined heavy traffic. In Switzerland they don't seem to be concerned about traffic volume and report good success.

How heavy is heavy; 1500 vehicles per lane per hour with 10% truck traffic?

Any thoughts?
