For most of the catalogs I've seen, weather hood is always used downstream of the propeller type exhaust fan on the building exterior. To save space on the outside, is it advisable to have an louver instead? Or does it create too much pressure drop for the fan?

I've seen it both ways. Larger fans tend to be high volume and low pressure so any restriction will have a relatively larger effect on performance. Normally it's more important to save space inside a building than outside.

not all louvers and hoods are the same. you should have manufacturers specs. if manufacturers does not have specs, you are at mercy of laws of chaos.

louvers and hoods are not exchangeable, normally, hoods go on roof, louvers on walls.
