Please, does anyone know how a 3" UPVC/PVC run pipe can be connected to a 10" UPVC/PVC header pipe? Is there a 10" X 3" reducing tee or a 10" X 3" concentric reducer made of UPVC/PVC?

If the question was whether or not you can buy a 10x3 reducing tee, that's a question best asked of suppliers and manufacturers than of an internet forum of engineers. If a 10x4 with a 4x3 bushing is all there is on offer, it's of course just fine to use it.

given that the biggest reducing tee in B16.9 is 10x4, I think youre up to using moltenmetal's solution.
