True Position of a Dimpled/Extruded Hole

We have a sheet metal part with small [.125"dia]dimpled/extruded holes for thread engagement. We have a true position tolerance but our tooling engineers do not think that an irregular hole like this cannot be measured accurately and should not be given a true position tolerance. What do you guys think?

The hole centers ought to be as closely held as any other sheet metal punched feature. They may have a point if you are trying to also hold the hole axis/profile perpendicular, as the profile may not be repeatable enough from hole to hole. Regardless, the tolerance can be adjusted to suit the process if need be - just realize that the mating parts will have to be able to handle the increased tolerance. But that's still better than no tolerance, which is what your tooling "engineers" seem to be saying.
