Right click on the file in windows explorer. Click on "properties"
What does it say under "Opens with"
Maybe it's looking for an old version of Solidworks?

I rarely use that open method anymore, simply because mine opens up a new SW window for every file. I just simply drag and drop the file in SW and it opens fine.

Have tried contacting your VAR, because obliviously we have not found an answer or we have not pursued this with our VAR. If your VAR does have a solution that works you should post it here.
