The design conditions of a line falls under the Category D service, however operating pressure is 0 barg at 31 degC. Is there a leak testing or hydrotest required? If none, then what part of the code in ASME B31.3 could support that this has no testing requirement. Thank you!

OK, so it has "0" pressure when in service.

What are it's actual service conditions, and do you care if the line leaks - either "into the pipe" when under a vacuum, or "out of the pipe" when under pressure? How will you know the pipe is build correctly if you do not test the pipe under nominal pressure with a test fluid under controlled conditions PRIOR to actual operation?

So for this case, hydrotest will be applied instead of service leak test?
