We can't get a fishtape through a newly installed concrete duct bank. I'm not sure if the conduit caved in or if there is concrete clogging it up. Anyone run into this before?

What's the fix for something like this?

Find a company that does sewer video inspections. They'll find the problem.
I've done it several times when there was trouble pulling mandrels before cable installation...

That's also why "spare" conduits are always a good idea.

Assuming the conduits have partially collapsed or concrete has somehow made its way inside them, technology exists [remote control cutters etc] that may be able to clear them.
