As I'm sure you all do, I always look up at the ceiling of buildings, especially when structure is exposed, just to see what others are up to. Recently I've noticed many finished, occupied buildings with TC bolts that do not have the splines removed. They are round, dome-headed bolts in shear tabs, LL's, column cap plates, splices, etc.

Even if they did not require full pretension, how could they even get snug tight condition with the rounded head? There would be nothing to tighten against. And if they used a TC gun, why not torque them down and snap the splines?
