Greetings,

May I ask if there is a rule in any Guidelines and/ or Standards that states the design for public rooms with air conditioning must not have windows that can be opened?
I understand that air conditioned rooms must be sealed to maintain the desired pressure and to prevent leakages.

Is there also a rule for Fire and Safety that public rooms must have windows that can be opened, how does this contradict with our Engineering Standards.

I don't think there is a law or rule prohibiting operable windows. It often is a preference by owner or designer to not allow windows operable.

If you want operable windows, use window contacts so that the HVAC is shut down (or in freeze protection only) in that zone when window is open. that way occupants have their open window, and you don't waste energy.
