Looks like a 24 year old 4" supply of propene [sic] broke and leaked into the sewer system where it created an explosive atmosphere, found an ignition source and went bang. This report says, not surprisingly, that the 4" pipe had never been inspected.
Just goes to show what happens when you mix hazardous chemicals with urban environments.

Same Problem...different gas. Propene has much more "punch" than natural gas.
Of course pipeline pressure and flowrate are also determining factors
