Partition the roller and cylinder by extruding the flat face. Then partition the roller by extruding the cylinder face. Then partition the cylinder by splitting the face into 90 degree segments and do the same for the roller face where the cylinder intersects. Then partition the roller around the cylinder by using four planes to get a rectangular region around the cylinder. That'll make a better mesh around the juncture. You should get all regions as structured regions that way and can be meshed using hexes.

I have defined a cutting plane and I selected the point and normal option to divide the surfaces in 90 degrees. What I managed so far is to create a structured mesh for the cylinder. I cannot get a structured mesh for the roller as you suggested. Is there any other option that I can use to get a structured mesh for the roller?

Cut the roller with the surfaces of the cylinder if you haven't already done that. Define two planes either side and away from the cylinder, perpendicular to the roller axis, and cut the roller. You should get a structured mesh throughout.
