I have steam piping that discharges to a pressure vessel. After reviewing BPVC VIII D1 and B31.1, it is not entirely clear to me if the weld at the "first circumferential joint" is in VIII D1 or B31.1 jurisdiction.

ASME VIII Div 1 Clause U-1(e)
U-1(e) In relation to the geometry of pressure containing
parts, the scope of this Division shall include
the following:
(a) the welding end connection for the first circumferential joint for welded connections [see UW-13(g)];

It seems to me that this means that the nozzle's end prep is the end of VIII D1 jurisdiction and the weld that attaches the pipe is B31.1. Am I interpreting it correctly?

Yes. The weld falls under B31.1.

I was looking at B31.3 for comparison and confirmation of my interpretation of VIII D1. Based on the agreed upon interpretation of VIII D1 above, if the attached piping was process piping it would fall under B31.3 jurisdiction, like it does for B31.1, but the exception clause (300.1.3) appears to contradict that.

ASME B31.3 Clause 300.1.3
300.1.3 Exclusions.
This Code excludes the following:
...
(d) pressure vessels, heat exchangers, pumps, compressors, and other fluid handling or processing equipment, including internal piping and connections for external piping

Why would the weld suddenly become VIII D1 jurisdiction when attached to B31.3 piping when it is not VIII D1 jurisdiction when attached to B31.1 piping?
This makes no sense to me. VIII D1 wording hasn't changed, so clearly B31.3 is poorly worded. If the intention of B31.3 is that the weld belongs to VIII D1, then the weld could accurately be in jurisdictional limbo because VIII D1 doesn't claim it either. If the intention of B31.3 is that the weld is in B31.3 jurisdiction, then they should reword it to something like "nozzle to vessel connections for external piping" clearly because VIII D1 does claim that weld.

VIII-1 already fab and ASME stamped/Certified will not claim anything in the field but piping, It will be responsibility of B31.1 or 3 as required.

of B31.3 piping at equipment. The joint connecting
piping to equipment is within the scope of B31.3.

Question: Two vessels were fabricated by a Manufacturer in accordance with the requirements of Section VIII, Division 1 and were stamped accordingly. Nozzles with weld end connections were provided on the vessels. Are the field welds for the connections to these nozzles considered within the Scope of Section VIII, Division 1?
Reply: No, see U-1(e)(1)(a).
