Another assembly constraints one:

I'm prepping some material to show the new assembly constraints navigator, particularly when dealing with "failed" constraints.

But when I've switched it to "display by component status", my components with failed constraints are in the the partially constrained folder, not the inconsistently constrained folder (which I expected).

To test, I made a new assembly and used two definitely conflicting constraints. Then, the components appear under inconsistently constrained.
But in my actual assembly they show up as "not solved due to other conflicts".

Can anyone tell me if they know, why all the problem parts aren't appearing in inconsistently constrained?
Without this, the navigator is basically useless for finding problem parts.
