Is there any reason to object if a consultant proposes using a P.E. when the RFP requires a NICET IV? This is for bridge and highway projects. I've just been checking ther person's resume, making sure they have inspection experience, and trusting that they wouldn't work outside their expertise.

Not really....as you noted, as long as the P.E. has experience similar to that of NICET IV. Could be a plus, again assuming experience.

There's usually a pretty good difference between the unit rates of a licensed engineer and a technician, even with NICET IV. Consultant trying to keep staff busy? Will they trade him out when something better comes along?

We had a structural PE back in the 90's whose experience was valuable to the state of CT. During an inspection of the Arrigoni bridge in Middleton ,Ct, he noted severe corrosion of girders and CT DOT initiated emergency repair procedures. Yes structural PE consultants whose expertise in bridge and highway projects provide valuable advices.

No problem as long as he's qualified. About 20 years ago I was running a construction inspection group, for certain bridge projects a resident engineer with NICET IV was the minimum requirement. This was mostly up in your neck of the woods - DOT Region 8. I also knew resident engineers on bridge work without a PE or NICET -they were retired DOT EIC's.

In your RFP do you ask for the names of key staff and do you allow substitutions? Maybe the firm doesn't have a N-IV or as Ron said, they have to keep the staff busy.
