How to establish a Relationship between the strength test and leak test of tube to tubesheet joint?

How to establish a Relationship between the strength test and leak test of tube to tubesheet joint?

(OP)
Is there any relation between the shear load test of an expanded tube to tubesheet joint and the leak tightness of that joint? I'm struggling to understand if the mechanical design is confirmed by such mock-up testing, how joint efficiency and the leak tightness are related to such destructive testing? Table A-2 in 2013 Section VIII- Division 1 becomes 0.9 from 0.7 with shear load testing; though my leak tightness is not established at all. WHY?
