Suppose we are going to design a plant power distribution network with some MV and LV loads and buses. If we design our LV network as TNC-S, where is the best point in our LV network to separate neutral conductor from PE conductor? Is it in the main LV switchgear or in the downstream MCCs or even the more downstream distribution panels?

Avoid TN-C at all costs. This is really a mid evil way to distribute power no longer having the advantage it once had.

At the source - either at the transformer, or at the incomer of the main switchgear.

According to SANS 10142-1, your PE conductor is connected to the earth at the consumers earth terminal which is at the point of control. This is at the point of the consumers installation.
