Does the cracked concrete ASCE standard recommend only fasteners larger than 1/4"? Does this differ from the 2012 IBC?

What ASCE cracked concrete standard are you referencing? The scope for ACI 355.2-07, Qualification of Post-Installed Mechanical Anchors in Concrete, is limited to 1/4" and larger anchors (cracked concrete or not). I think some manufacture's evaluations report for 1/4" expansion anchors limit there use to un-cracked concrete because they perform poorly in cracked concrete testing.
