500 kV GIS has been type tested on 60 Hz, would it be ok on 50 Hz operation or I need to recommend retesting?

I would look for test passes against all relevant standards. There are IEC equivalents to (presumably) the ANSI standards.

If the manufacturer doesn't want to play ball then take them off the bid list. Most TSO's will be fairly prescriptive about what they will connect to their system, so even if you don't reject it I expect that the TSO might well do so.

I had experience with circuit breaker SF6-50 Hz 230kV replacing 230kV breaker SF6-60 Hz.
The only type test that it is not tended refers to maneuvers with capacitive loads.
