Can any one please advise me whether water can be used as a testing medium in the fuel pipelines , If so please help me with the exact standards and codes.

B31.4 and 8 require hydrotesting.

All known piping and pipeline codes require it.

Also: There's usually a good reason why everyone does it that way

In some instances t could also mean testing with a relatively noncompressible liquid, such as diesel, but as long as you have water available and other "things" are compatible, you should use it. Dry as may be necessary, or not, afterwards.
