Hi Dear Friends
Due to Paragraph 328.2.3 in ASME B31.3 I have these questions:
Does Employer refers to Conractors or Sub-contractor and also are employer and owner considered two different parts ?

The Owner maybe the Employer but they may be two different entities.

In relation to clause 328.2.3 it doesn't really matter who is the "employer".
Qualifications may be submitted for acceptance by the employer but ultimately the acceptance / rejection rests with the Owners Inspector,
