I am trying to connect one end of an angle to the center of a plate. If I model a plate and mesh it and join the centre node to the angle column will the two elements be conncted

Sure, if the plate and beam share one common node then they are connected at that node. Looking at the deformed shape of the structure is probably the best way to confirm the desired behavior.
