Because humidity increases at night because of lower temperature.

If you are talking about blasting steel, such as storage tanks or structures, the surface cools at night after sunset. As the sun rises, the air warms faster than the steel. The dew point of the air is higher than the temperature of the surfaceand the steel becomes a condensing surface for atmospheric moisture, causing flash rust, or interfering with coating performance or adhesion due to trapped moisture.
