ACI 530.1 clearly defines the required minimum lap length for reinforcing in CMU walls (equation 2-12 in ACI 530.1-08). I do not see anywhere in the code that allows a reduced lap length with reduced capacity. Is anyone aware of provisions in the code that allow for this?

They added a reduction in the 2011 code.
