Why is there no information regarding the subject flanges in smaller sizes?

If you look at flange dimension charts such as the following (http://www.google.com/url?sa=t&rct=j&q=&am...) you will see this note at the bottom of the page addressing Class 400 Flanges:
"Sizes NPS 1/2 through 3-1/2 are same as Class 600 flanges."
