Is there any thumb rule to calculate the Cold field bending charges for a given pipeline?

Charges? As in how much does it cost?

Bending, alignment and fit-up work ??? 10% of pipe cost ???

Learn from the mistakes of others. You don't have time to make them all yourself.

In a word, no. The number of such bends is highly dependant on location and route so it is not possible to generate a global rule, only one suited for a particular area / country.

My motto: Learn something new every day

Also: There's usually a good reason why everyone does it that way
