i add the first component and make it FIX (IS IT GOOD), so that later on all components will be assembled based on that component,
but when the 2nd component is added in assembly, how to align the global plane XY of the 2nd component TO the global plane XY of the assembly environment?

Set the Reference Set of the component to Entire part, and you will be able to select and constrain (as cowski already described) any plane, axis, etc.

is this the correct way, In the reference sets window, pick entire part. But seems to have no effect, probably i am wrong...

I guess that image, that you are showing, is from Format menu. This is for creating new reference sets.
