What is the design (safety) factor for FRP tanks subject to transient environmental loads? ASME RTP-1 says to use 5.0 but this particular tank does not need to comply with RTP-1. It need only comply with ASTM D3299, but that standard does not address environmental loads. I am being told by the manufacturer that the industry standard is to use a design factor 3.0 but no one can produce a standard stating that 3.0 is permitted. Thoughts?

EN 13923 requires a minimum design factor of 4.0 made up of the product of the minimum safety factor of 2.0 and all other partial design factors pertaining to exposure and loading.
