Do the uniform and concentrated loads shown in Table 1607.6 need to be applied at the same time? The main text of the code seems pretty clear that they do; however, the commentary specifically states that these loads are to be applied as separate load cases and not at the same time.

No, the 200 lbs. concentrated LL and the 50 plf concentrated LL do not have to be applied concurrently. Both have to be checked separately and the one which produces the most severe loading will govern. Section 1607.8.1 (IBC-2012) states that the handrail LL is to be applied per ASCE-7 section 4.5.1, which states that the loads do not have to be applied concurrently.

Which commentary are you referencing? Doesn't the commentary for truck and bus garage loads say: "The uniform and concentrated loads are to be applied as described in 1607.6.1"?

The code is fairly clear about combining these loads. See 2009 IBC §1607.6.1:
"Single spans shall be designed for the uniform load in Table 1607.6 and one simultaneous concentrated load positioned to produce the maximum effect. Multiple spans shall be designed for the uniform load in Table 1607.6 on the spans and two simultaneous concentrated loads in two spans positioned to produce the maximum negative moment effect. Multiple span design loads, for other effects, shall be the same as for single spans."

Yes, I was referring to the truck and bus garage loading in Section 1607.6. I agree the code seems very clear that they need to be combined together; however, the commentary to the code states, "The uniform load specified in this section is to be applied to the garage floor in accordance with Section 1607.6.1 (also see Table 1607.6 for the specified concentrated loads that are to be included in the design). The uniform and concentrated loads are to be applied as separate load cases and not at the same time."

This is what is causing me the confusion because it seems to directly contradict the what is stated in the code.

Sorry, previous post was for railing/guards. Table 1607.6 and the section on truck and bus live lives (1607.6)is in IBC-2009 but no longer appears in the 2012 code.
I agree that the distributed and uniform loads need to be combined. Sometimes the person writing the commentary gets it wrong. I've seen it happen before. The commentary is just an opinion, it's not part of the code. The commentary may have been updated, which would explain the on-line version being different from the version waytsh has.
