Can we use the X70 steel for NPS 12 pipe. What are the issues related to installation?. please advise me

I see no reason why not, but normally this results theoretically in a very thin wall, which is neither practical or good practice for damage, buckle or corrosion.

Also: There's usually a good reason why everyone does it that way

No reason why Not??? I don't know your application specifically. X70 will be a little more difficult to weld than a softer grade, so have proper welding procedures, welders qualified, proper NDE, etc.
