Has anyone been doing or asking for studies using the Highway Safety Manual to evaluate the safety performance of new accesses, or are most people still concentrating on the Highway Capacity Manual?
I'm asking because a developer wants to add fourth legs to two existing T intersections, in order to build 80 townhouses. This is infill on one of the last vacant parcels in a suburban area, and the minor arterial they are on has a collision history. I'm not willing to just assume the developer's proposal is the best. I'd rather add one new T intersection, if I could get the fire department to concur.
That brings up another subject. I wonder if I can get the fire department to realize that their standards may be causing more injuries and property damage due to vehicle crashes than they prevent from fires and other emergencies.

But as far as getting the fire department to understand anything, I hope you have better luck than I've ever had. In my experience, the fire department is only interested in response time, and the fact that their requirements lead to more accidents; is beyond their ability or desire to understand.
