For little money: http://www.fogcreek.com/fogbugz/pricing/ I've followed Spolsky and his Fog Creek for almost 20 years. If you want some idea of how his company operates he's written in detail about how he treats customers, employees, his business, and software development. Use Google to search for "Spolsky" and you should get him at the top of the list.
I've used a Wiki as a project information management tool, but it's not a charts and tracking tool. I got a TikiWiki stack that includes the database, webserver, and Wiki management software.

I also use a Wiki for disseminating information to my team. It's pretty handy to have a repository for schedules, analyses, and design studies. It's neat to hear that someone else uses the same strategy.
Dia (previously mentioned) is a pretty good diagramming tool, though I find it a bit flaky at times... I use Inkscape (my swiss army knife of drawing) for diagrams instead. If you spend a bit of time to get to know Inkscape, it's a very powerful vector graphics tool. My free-body-diagrams knock people's socks off ;)
