can spectrometry determine the difference between Austenitic 316 and dual stamped 316/316L

the difference is primarily in the Carbon content so is there a Portable spectrometer for on-site metal analysis capable of determining this difference with accuracy.

Remove a small sample and have it sent to a metallurgical lab for chemical analysis using method ASTM E1086. The results will provide a complete analysis and are defendable.

There are field devices, but they are not really portable and they require expertise in operation to get reliable readings.
In reality you will need both chemistry and mechanical (tensile) tests.
Get the testing done in a real lab.
If the C is over 0.30, up to 0.80, then it is 316.
If it 0.30 or less, then it could be 316L or dual grade, depending on the strength.

Ed a typo error in your post read them as 0.03 and 0.08 and not as 0.3 and 0.8. ( weekend effect!, just kidding)
