Is anyone aware of somewhere online that I can download some type of architectural layering standards for either AutoCAD Version 14 or 2000.

The direction the cad industry seems to be taking (for construction drafting that is) seems to be the National Cad Standard which is modeled off of the AIA standard. A good website to look at for that purpose is: http://tsc.wes.army.mil/

Go to http://www.e-architect.com and search for CAD.  You'll find references to the AIA CAD Layering standards there.
