ASME Code for PED Vessel

Some questions regarding ASME Code and PED:
I need to design and manufacture pressure vessels according to PED requirements (not U stamped: for the european market only) and the requested design code is ASME VIII Div. 1.
Can I use only materials allowed in ASME II? Or can I use also EN materials with, of course, the allowable stress according to the same ASME criteria?
For non pressure parts welded to pressure parts, such as lugs, pads, supports, nameplates, etc. is required a 3.1 certificate or not (2.1 or 2.2)?
For both questions I have two A.I. different opinions!

I would suggest to only use ASME materials, and make up PMA's. Nowadays you can get EN/ASME dual certified materials (e.g. ASTM A312 TP316/316L w/ EN 10216-5 1.4401/1.4404), but not all typical components are available dual certified.
Just follow PED guidelines, nr 7/5.
Thats a tough one. They should tell the same story. Make sure to know who's telling rubbish and who knows the drill.
Get on board with the guy who knows the drlll, and get lined up w/ him for the reset of the project.

2.2 for non pressure parts will be fine, unless in some off shore projects
