When building a sewer pipeline across a stream, how do you design the Sediment and Erosion Control plans?

It depends if the pipe will be bored under the stream or open cut.

I'm working on open cut situations that actually follow the stream alignment. I'm using temporary barrier diversions to divert the stream around the open cut trench but there are several tributaries and culverts entering the work area

I've never open cut a ditch or stream. Directional drilling is pretty cheap and you avoid a lot of environmental issues.
If you are temporarily diverting a stream, I would think directional drilling would be competitive or cheaper.
