DIMENSIONS ARE IN INCHES
DECIMAL TOLERANCES

.XXXX +/- .0005
FRACTIONAL TOLERANCES
+/- 1/16
ANGULAR TOLERANCES
+/- 1 deg
FILLET RADII
.005 MAX

And there's a hole dimension called out of ø0.675 MIN. Does that mean the tolerance on that hole is 0.675 +0.005/-0.000?

No, that means hole can be anywhere from 0.675 to the infinity.

No, that means the tolerance for size of the hole is infinity, because no upper limit for that dimension was has been given.

The MIN specification falls exactly under "UNLESS OTHERWISE SPECIFIED", so it overrides any tolerance specified in the general note.

No, it means the hole can be no smaller than Ø.675, which, to my understanding, means that it can be as large as is convenient (large enough to engulf the whole part). A real time saver!

I agree with everyone. MIN means there is no maximum and MAX means there is no minimum. Also, as pmarc has already pointed out, specifying MIN means that it is "otherwise specified", so the general tolerance does not apply.

If you can, ship an empty box with an inspection report showing the part failed all except the hole size, which is marked - "DIA 2,000,000 inch PASS (NOTE, LIMIT OF MEASURING EQUIPMENT, MAY BE MUCH LARGER.)"

Use a very small box. Mark it Free Sample.

It seems that on any hole dimension "MIN" could easily violate the standard by resulting "in a condition
detrimental to the design". In the "real world", I don't think it is problem because that inspection report mentioned by 3DDave does carry some weight.
