Does anyone know why for flat sided members, the Cf factors go down the higher the epsilon value but for rounded members, the Cf factors go up for higher epsilon values?

Anyways here's a guess -
Most likely it was based on testing. Why was this phenomena observed? Well another guess -> the more tightly spaced the round objects are the more they start to behave like a flat sided member. The flat sided members have more drag, however when tightly spaced the individual member's drag is reduced.
Again this is a complete guess from someone who knows nothing about computational fluid dynamics...but it sounded good.
