I have a situation where rebar (ASTM 706) was welded to ASTM 572 gr.50 steel plate, with E80 electrode. Now I want to join another 572 plate to this one and a small portion of the E80 weld is into my joint. Is is okay to weld the two plates together with E70 electrodes and pass the E70 weld OVER the existing E80 weld? Does AWS cover this situation?

AWS D1.1 requires re-qualification of a welding procedure if higher strength filler metal is used versus lower strength filler metal, ie, E70 to E80, and not vice versa. So in your case, using a lower strength filler metal is permitted with no re-qualification of the procedure. I don't see an issue with your approach. However, I used an older version of AWS D1.1 so better check in Section 5 Qualification.

Using a lower strength filler can actually be a better choice in some situations where there is both alloy and relatively high carbon in the base metal.

Why would you think that AWS would cover exactly this combination of base material, rebar and filler?

It is not the purpose of standards to try and consider every possible permutation of things and codify each.

Standards do not supplant engineering.
