Consider a group of small apartment buildings grouped together and under the same management (same owner).
What are the concerns with putting a fire pump in one of the buildings so serve all the buildings with underground connections?

No concerns at all as long as they are all have the same owner. It is when you have many different owners tied into the same pump you can run into problem, more from a legal point of view. Who is doing the required testing and who is paying for repairs? Work that out you are good to go.

I don't see anr problems but I would check with the project architect/professional engineer to insure the room housing the pump is an appropriately rated enclosure which should not be a problem.
