Please see the attached sketch. Its a 120x80 building with a single story+basement. SDC=B, IBC 06.

The question I have is about the lateral/seismic load I have to design the foundation for. Do I have to take into account the seismic load from the floor and basement as well?

This depends on your code, but generally no. In very high seismic situations some codes will require an out-of-plain check for the wall itself to take the load without failling. In-plain loads on the basement wall are taken through compressive strutting to the soil retained on the far face of the opposing return wall. I've not seen a code that requires a check of these forces unless you have a walk-out type foundation, but then this is not a basement per say.

You can use the top of the concrete foundation as a seismic base.
